Cultivating candy... The first game that comes to my mind is Transport Tycoon Deluxe, although the main aim is transporting candy, not growing it. Otherwise it fits the description pretty closely.
Even the political stuff partially matches: you can bribe city authorities and sign exclusive contracts. You cannot become mayor of a city, but "President" is the second highest rank you can achieve. |
