I think that if you read the thread carefully, you will find out that everything has already been fully explained.

There is no perfect cycle/frameskip configuration. Not that I use frameskip myself, either. On my 1,75 gHz Sempron 2500+, around 20000 cycles the game reaches playable speeds, but still lags from time to time unless it is set (thanks to Dynamic Core) to 30000 cycles.
