Virus scan, spyware scan, defrag and delete the old ICQ (the folder) then reinstall, it then should work

Or get Agile Messenger for the cellphone instead
 MSN, ICQ, AIM and Y! in the same client... at once Nah.. Sounds like corrupted file.. Whorst case sollution, reinstall Windows to fix.
