Is there a VCR conected to the TV? Standard VCR's use the same frequency C64 use to have, so there could be a conflict of frequencies.

If so, try not having both plugged in at the same time. You can also change the frequency of your C64 (but make sure that's the problem first - don't start adjusting it, before you know that will fix the problem).

I'm not sure if certain decoders or DVD units cause same problems.

Then I'm guessing your TV output unit is doomed. You could always take it to an electrician (I think exchanging that thing causing electrical resisition - not sure what's it called in english - could help).
