The executable is different from my copy.
Mine reports the same version, but is 95k long (as opposed to 230k), has an EARLIER file date (the one on AB shows 2002 for some reason) and doesn't have any issues running on higher cycle values.

I'll up that version tomorrow, along with the image of the CD version.

It doesn't run if the machine you're trying to run it on has more than 24 MB RAM, correct. But that doesn't affect it's ability to run in emulators (such as is DOSBox).
In DOSBox, it won't run if you set memsize over 24 MB. That's it. Setting
DOSBox uses 16 MB per default, and there are very few DOS games that ever used more than that.
