Largo LaGrande, the guy with green trousers and white shirt, is a character from Monkey Island 2 (which is the game from where this whole PoE story originates). In the first chapter called 'The Largo Embargo'
, he robs Guybrush and takes all his PoE.
So when you loose your PoE, Largo was around...
