It's a bug in DOSBOX
. CyClones didn't have this problem in VDMS or DOS (retro PC) or Win98 running in a virtual machine. In DOSBOX you'll suddenly keep shooting when firing a single shot. It happens on my laptop as well as on my PC, with different DOSBOX versions and different versions of the game (CD as well as floppy).
