It seems if I chose an actual province, instead of the South Africa (General) selection, I get access to every town ever founded in that province... Some of them are even duplicates. So all my whining was essentially pointless. Sorry.
In any case, I'd never put my real city on the web. I chose Waterside because I am on the coast, though.
