Correct. They are used to cathegorize existing threads. Thus, I made it so that nobody (not even admins) can start new threads there.

It happens when the question has been answered.
If after several months the question remains unresolved, it ends up in the "unknown" forum instead.

Users can reply to threads in "approved", "unknown" and "freeware" cathegories.
Only forum staff (moderators, updaters & admins) can reply in the "rejected" cathegory. That was done to prevent newbies asking for warez there, but if you have a better way in mind I'm open to suggestions.
Nobody can post in "on site", "invalid" and "non-request", as that wouldn't serve any purpose.
