1. I have never had problems with VIA abut no doubt somebody else will be along to say via is devil spaw rubbish etc etc
2. why not try for both

, unless there is a real difference in price . I am presuming that you are going for a 2 core machine? also as many people will probably say It all depends what you are running but more often the graphics card and memory will be the thing that really affects the system performance so if you compromise a bit on the CPU for the sake of the graphics card you might end up better off.
I think there are just too many factors in the equation to easily advise on something like this but just remember to check about for those prices and keep an eye out for any good offers.
