Most likely it's the moving of files to the new server which is eating the minimal existing bandwidth. Whenever the transfer is momentarily interrupted for any reason we get more bandwidth, but when the necessary moving starts again the site loses that barely enough but badly needed bandwidth. I'm guessing, I don't know better than any of you.
Let's just wait patiently.
