i don't think that problem will be in dosbox. does it happen in other fullscreen applications too?
it might be something "wierd" with your monitor for specific resolution and refresh rate, since you see everything ok in desktop resolution.
try setting different resolution in dosbox.cfg
keep 4:3 ratio (for example fullresolution= 800x600)
