The higher your luxuries rate, the faster your palace is built.
I think the palace basically reflects your approval rating (which
you can check under the world menu in the demographics section).

I was playing the game on prince mode, Chinese on the earth map,
I conquered most of the world and discovered future tech at around
the year 1800, so I pushed up my luxuries rate to 50%.
My palace ended up being completed quite quickly. (I built a palace with a nice mix of Greek, Arab and Medieval features!)

Unfortunately, there are no benefits to getting your palace finished. All that happens, is that the computer stops asking you which section to improve (because all the improvements have been finished). Oh well, at least you can sit back and enjoy the view!

I'm not 100% sure, but I think you need the following to get your palace finished as quickly as possible :
- High luxury rate
- Low tax rate
- High population
- High population growth (large families)
- High proportion of population are happy people :brain:
- Low proportion of population are unhappy
- High approval rating
- Low disease rates
- You shouldn't be at war with anyone

(About the last point - I conquered all enemy cities except one, Tenochtitlan. I then made peace with the Aztecs. The white 'peace' bar above the mini-palace picture on the left hand side of the screen kept getting longer, and the longer it got it seemed the faster my palace got built).
