It's simple - none of the software I recommended gives a 100% protection, but HijackThis scans your disk, system registry & processes, listing some of the problems that no antivirus or antispyware would be aware of.

But coming back to Your problem: have You tried reinstalling the software that is not working? Have You scanned system registry in search of some flaws (Registry Mechanic? RegSupreme?)?

You can change settings of ICF in Your internet connection properities (Control Panel->Internet connections, right-click on Your active connection->properities->advaned tab [not sure if these are the actual names, because I have a polish edition of win]).
To see the list of open ports type "netstat -an" in command prompt.
