Planescape: Torment 2. Yes, it actually was scheduled and work began on it, before Interplay pulled the team to place them on TORN. Then, of course, TORN got cancelled, and the entire team was fired.
Barring PS:T2, I'd go with the second Sam & Max title, and the shelving of Master of Magic II.
