Thats not exactly true.
here in Belgium there is a speciality called Filet Américain.
It has nothing to do with America because everybody but a belgian is disgusted by it at first. Its actually raw beef. Served cold, red and raw.

Ofoarse it is mixed with onions and Worchestershiresaus but its still raw meat predominantly. And its eaten A LOT here in Belgium.

In The Netherlands we eat Filet Americain on our bread a lot. Yum
Also we eat a lot of raw herrings (with plenty of onions)
