I tried this once, got past Simons too using tranqs until he passed out Didn't try any further so I might give it a go.

I tried to cloak and use speed augs to get past simons, it worked for awhile before he spotted me, I try to avoid him whenever I can, plus you get a much better conversation with him if you leave him at the oceanlab and when you arrive at area 51.

You see, you got be at master level with Rifles, then you aim and go pow, either that or you use your pistol, I liked to stab people in the craniums too.
