i think its with old version of windows installer
try unpacking this installed version. the game itself is installed in C:\Simtower and there are some files which go to windows and windows\system the direcotires with files in the archive are made exactly in the same way as they are supposed to be put on a hdd, begining with "c" drive pick any archiver you like zipped 2.2 mb rared 1.7 mb self extracting exe 7.4 mb (for those who cant update archiver for any reasons)
