The game the OP described sounds a lot like Dungeon Hack.

The enemies need to be on the same screen than you to fight and once they're on the screen they don't move around. The top down view exist in the map system. And it's the only game I know which is designed solely on a single dungeon.

Just fishing around, but that's what the description make me think about.

Well, lot of Roguelikes of old (actually, almost all of it :) build around single dungeon. Mordor/Demise too. :) Dungeon Master. Mentioned Hero Quest. :) Eye of the Beholder (at least first - I cannot remember what about 2 and 3, as I didn't play it). Dungeon Keep. Uukrul... There are lot of such games, actually. :)

And Dungeon Hack still haven't static enemies - if you'll move, they'll move too. :)

I guess it depend of what you mean by static. And in this case, more about what the OP really meant about static.

I know monsters in DH move around the maze but once they're in sight they just have like a few frame animation and they don't really move. The whole combat is words and numbers about missing and damage...

Actually, now that I'm writing this it suddenly reminds me of Shinning in the Darkness too. :p
