to get to safe mode keep pressing f8 on boot.
but i had such a problem, if restoration gets incomplete it won't work niether in safe mode

and its unusual if something like incomplete restoration happens

if i were you i would reinstall operating system, it realy isn't that difficult and takes around 30-60 min to do

System Restore is dangerous. It can delete your files and ape up the directory structure to the way it was on the point of restore - on ALL drives.
