First, you need this file: http://oldfiles.org.uk/powerload/download/oakcdrom.sys
Download it and put in C:\WINDOWS\COMMAND\

Then open config.sys and autoexec.bat using Notepad. Both files are in the root of your C drive, but are hidden so you'll need to change the Windows Explorer settings to allow displaying the hidden/system files. I presume you either know how, or can figure it out (it's quite simple).

Add the following lines at the end of config.sys:
DEVICE=C:\WINDOWS\COMMAND\HIMEM.SYS
DEVICEHIGH=C:\WINDOWS\COMMAND\oakcdrom.sys /D:mscd001
LASTDRIVE=F


And the following lines at the end of autoexec.bat:
LH C:\DOS\MSCDEX.EXE /D:mscd001 /l:D

press ctfl+f and search for MSCDEX.EXE on your pc (i don't know where dos is on win98)

i've found it. It was in C:\WINDOWS\COMMAND\MSCDEX.EXE

But now another error message is being displayed, something like this:mscd001 device cannot be found...

help?

Sorry, my mistake with the path for autoexec.
I've checked an old config.sys I've got here copied fromy my old machine, and it seems the lines in the config should go earlier in the file. Remove the additions and then look up where it already has the HIMEM.SYS mentioned for the first time. Add these lines as the ones immediately after it:
DEVICEHIGH=C:\WINDOWS\COMMAND\oakcdrom.sys /D:mscd001
LASTDRIVE=F


If there's no such line, add these on the beginning of the file.
DEVICE=C:\WINDOWS\COMMAND\HIMEM.SYS
DEVICEHIGH=C:\WINDOWS\COMMAND\oakcdrom.sys /D:mscd001
LASTDRIVE=F


Also, remember that these cannot be done from the command line. You must put them in Config.sys and autoexec.bat to work right (IIRC there is some go-around, but there is no point in using it since it's more complicated than the normal way)
