I think that's it, but I'm pretty sure I played it in 1994. They have the date wrong there.

Fleet Starship Tactical Combat Simulator

I can't recall the name, but I can give some details. It's very similar to Star Fleet Battles, in that it is:

spaceship based
turn based
played on a hex board
has phasers, disruptors, torpedoes, shields
you have to charge your weapons the turns before
you can provide a variable amount of power to engines, shields, weapons

I played the shareware version on a 486 VGA in 1995. I think it came with (I think) 3 scenarios: a 1 on 1 duel, a 3 on 1 ambush, and a scout ship vs 3 fixed platforms.
